Default Who does the US Bill of Rights apply to?

If a European, Canadian etc citizen travels to America, are they covered by the Bill of Rights, such as freedom of speech, freedom to bear arms etc

The framers thought about each word. If they wanted to restrict constitutional protections to citizens they would have said so. In some places they specify citizens; for instance, only natural born citizens can be president or you must be a citizen for seven years to be elected to congress, and in others they use the terms people or persons.

If they wanted the bill of rights to only apply to citizens they would have used citizen as the limiting factor rather than the broader people or persons.

yes and no

yes the US will honor the bill of rights as far as you are concerned.. no your own government doesn't have to.. if you do something here that is illegal there.. you can still be accountable.

The Bill of Rights limits the powers of the federal government and the 14th Amendment limits the powers of the state governments. Those limitations are against those governments. What the government cannot do, it cannot do, regardless of whether it is doing it to a citizen or anyone else.
